The Technical Manager will oversee SIM card database operations, manage system upgrades and compliance, support incident management, and vendor relations while ensuring system security and performance.
[What the role is]
We are looking for a passionate candidate to join SGNIC team to combat scams in Singapore. One of the latest anti-scam initiatives lead by IMDA is to further tighten SIM card registration processes to minimise criminal exploitation. SGNIC is appointed to operate and maintain a centralised SIM card database. This Technical Manager role oversees the operations, maintenance and enhancement of the system, and is responsible for ensuring L1 support service level, security, stability, resilience and data integrity of the system; while working closely with and support stakeholders across business users, vendors and internal teams, to achieve organisational excellence and strategic outcomes of SGNIC.[What you will be working on]
- Oversee the end-to-end operations and lifecycle of the assigned system(s) to ensure system availability, reliability, resilience, security, performance and scalability.
- Lead system upgrade, integration, change or migration projects.
- Oversee incident, problem and service request management, escalation workflows and SLA adherence.
- Ensure system compliance with policies, standards, procedures and regulations through regular security reviews and risk management; and maintain system documentation for auditability.
- Be the primary technical contact for the assigned system(s).
- Manage vendor, who provides 24/7 L1 Technical Support, and vendors’ service delivery, performance and compliance with requirements, organisation policies & standards and industry best practices.
- Manage the budget and expenditure for the assigned system(s).
- Oversee procurement processes, including tender specifications, evaluation and contract negotiations.
[What we are looking for]
- Background in Computer Science, Information Systems, Information Technology, or related.
- Minimum 5 years of working experience.
- Experienced in Cloud computing. Amazon Web Services (AWS) certification, Microsoft Azure certifications or working experience in Government on Commercial Cloud (GCC) would be advantageous to the candidate.
- Solid knowledge of IT project management. Certifications such as PMP, ITIL would be advantageous to the candidate.
- Solid knowledge of cybersecurity principles. Certifications such as CISSP, CCSP or equivalent would be advantageous to the candidate.
- Proven ability to manage vendors, budgets and cross-functional teams.
