Job Summary:

The Manager, HR Technology owns the administration, configuration, and continuous improvement of OpenGov’s HR technology stack, ensuring the systems and integrations that manage employee data across the employee lifecycle are reliable, compliant, and aligned to the needs of a global workforce. Based in Pune, India and reporting to the Director of Enterprise Applications and Engineering, this role leads a team of HR application administrators and partners with stakeholders across the US and India — HR Operations, Payroll, Benefits, Talent Acquisition, Talent Management, HR Business Partners, IT, and Workplace — to maintain and streamline the systems that support the full employee lifecycle, from hire to retire and onboarding to offboarding.

We are looking for a seasoned HR technology leader with deep, hands-on domain expertise across payroll, benefits, talent management, talent acquisition, onboarding and offboarding, employee engagement, compliance, and general HR operations — spanning both US and India geographies, and ideally complemented by experience with NetSuite or a comparable ERP. This is a player-coach role: the individual stays hands-on across the Workday stack and the broader application portfolio while leading, mentoring, and growing the team and building depth and backup coverage across critical domains. The Manager owns the technical relationship with Ashby (ATS), oversees the employee engagement survey platform, and maintains a functional understanding of NetSuite/ERP as it ties into HRIS data flows. They partner closely with the HRIS/HR Systems Architect on integration architecture and share responsibility for HR data governance.

Responsibilities:

Team Leadership & People Management

  • Lead, mentor, and grow a team of HR application administrators — setting priorities, developing technical and functional skills, and building depth and backup coverage across critical domains.

  • Operate as a player-coach: remain hands-on across the Workday stack and broader application portfolio while coaching the team and providing techno-functional guidance across HR domains.

  • Manage team intake, workload, and prioritization across a broad portfolio of projects and day-to-day support, adhering to deadlines and communicating status to stakeholders and leadership.

HR Systems Administration & Domain Support

  • Provide administration, configuration, support, and maintenance across OpenGov’s HR and Payroll systems, including the full Workday suite (Core HCM, Payroll, Benefits, Absence, Time Tracking, Compensation, Recruiting, Talent, Reporting, and Security).

  • Deliver hands-on techno-functional expertise across payroll, benefits, talent management, talent acquisition, onboarding and offboarding, and general HR operations — for both US and India geographies.

  • Support India- and US-specific processes and regulatory requirements, including localized absence, compensation, and payroll configurations.

  • Own the technical relationship with Ashby (ATS) — integration health, configuration, and offer workflows — and provide strategic guidance on the talent acquisition technology stack.

  • Administer and support the employee engagement survey platform (e.g., CultureAmp), including survey launches, configuration, and data management.

  • Perform regular audits to ensure proper functioning of system processes and data integrity across HR applications.

Projects & Stakeholder Partnership

  • Partner with client groups and stakeholders globally to evaluate business needs and recommend system-based solutions.

  • Consult with stakeholders to identify system gaps and opportunities addressed through configuration changes, deployment of undeployed functionality, and new feature releases.

  • Lead projects end to end — leading meetings, providing regular updates, and adhering to project deadlines.

  • Assist in the development of materials and delivery of system training for end users.

  • Maintain documentation of functional requirements and system specifications.

Data, Reporting & Governance

  • Design, develop, and deploy reports and dashboards to support business initiatives, including Workday report writing and data extracts.

  • Share responsibility for HR data governance, partnering with the HRIS/HR Systems Architect and IT on data structures, security, and downstream data flows (e.g., BI / data-warehouse integrations).

  • Regularly evaluate HR technology processes and methodologies to identify, recommend, and align them to best practices.

Integrations & Vendor Management

  • Provide functional support for integrations across the HR ecosystem (e.g., ADP, Ashby, engagement survey, SSO/identity, ERP, and downstream data platforms) to ensure successful execution.

  • Maintain a functional understanding of NetSuite or a comparable ERP and how it ties into HRIS data flows.

  • Partner with the HRIS/HR Systems Architect on integration architecture and manage third-party vendor and implementation-partner relationships.

Compliance & Best Practices

  • Ensure HR systems and processes support compliance requirements across the US and India, including audits, policy acknowledgements, and mandatory training (e.g., compliance/harassment training platforms).

  • Conduct research to identify best practices and stay current on system releases and industry trends.

  • Exhibit sound judgment, discretion, and confidentiality in handling sensitive employee data.

Requirements and Preferred Experience:
  • Bachelor’s degree or equivalent experience required.

  • 8+ years of progressive HR technology / HRIS functional and technical experience.

  • 2+ years of direct people-management experience leading a technical or functional team; this is not an entry-level management role.

  • Broad, hands-on domain expertise across multiple HR areas — payroll, benefits, talent management, talent acquisition, onboarding/offboarding, employee engagement, and general HR operations.

  • Experience supporting HR systems across multiple geographies, ideally including both India and the US.

  • 3+ years of Workday administration/configuration experience with strong depth across the module stack (Absence, Benefits, Compensation, Core HCM, Payroll, Recruiting, Reporting, Security, Talent, Time Tracking) — not limited to one or two specialties.

  • Proficiency with Workday report writing.

  • Experience administering an applicant tracking system (Ashby preferred) and an employee engagement survey platform (CultureAmp preferred).

  • Working knowledge of HR system integrations and how HRIS data flows into ERP (NetSuite or comparable) and downstream systems.

  • Experience with NetSuite or comparable ERP administration a plus.

  • Demonstrated experience mentoring and growing technical/functional team members and building backup coverage across critical domains.

  • Strong understanding of HR compliance and data governance/privacy considerations across regions.

  • Excellent problem solving, collaboration, time management, and organization skills.

  • Familiar with agile methodologies and the Atlassian tech stack (Jira, Confluence).

  • Ability to communicate clearly through verbal, written, and non-verbal methods to all levels of the organization, and to partner effectively with globally distributed stakeholders.

  • Detail-oriented team player able to handle multiple projects and priorities.

  • Workday certifications or training courses/seminars preferred.

  • Experience using Google Workspace a plus.

  • Exhibits sound judgment, discretion, and confidentiality.
