Manages end-to-end financial operations for PMKVY 4.0, including invoice and claim validation, payout calculations, payment processing, reconciliations, MIS reporting, audits, compliance, stakeholder coordination, and exception resolution. The role analyzes high-volume transaction data, monitors KPIs and turnaround times, supports fund projections and utilization reporting, identifies financial-control risks, and helps implement process and system improvements.
Deputy General Manager – Business Finance (PMKVY 4.0) will be responsible for end-to-end financial management of invoicing, payout calculation, validation and verification of payment claims in accordance with approved PMKVY 4.0 guidelines. The role will also oversee payment processing, data analysis and reporting, reconciliations, audits, stakeholder coordination and compliance with defined KPIs and turnaround times (TATs).
- Review, validate, and facilitate timely processing of invoices, claims and payouts in accordance with approved PMKVY 4.0 guidelines, contractual provisions and internal approval processes.
-Ensure accurate calculation, verification, and validation of payouts, including review of supporting documents, beneficiary/training-related data, eligibility conditions, approved rates, and payment milestones.
-Manage and monitor end-to-end payment processing through the SIDH platform and other relevant portals/systems.
- Ensure the accuracy and completeness of payment files, beneficiary details, bank-account validation, approval status, exception handling, and reconciliation of processed payments.
-Coordinate with Operations, Technology, Finance, banks, payment service providers, and other relevant stakeholders to resolve payment failures, rejections, technical issues, data discrepancies, and pending payment cases.
- Monitor and ensure adherence to predefined KPIs and TATs for invoice processing, claim validation, payout calculation, payment initiation, DBT disbursement, and closure of operational exceptions.
-Analyses high-volume operational and financial data and convert it into meaningful MIS, dashboards, management summaries, trend analysis, aging reports, and decision-support reports.
-Prepare and circulate weekly MIS, payout-status reports, pending-payment reports, aging analysis, fund-utilization reports, reconciliation statements, and management presentations
-Conduct periodic reconciliation of sanctioned, approved, processed, paid, rejected, reversed, and pending transactions, ensuring accuracy of financial records and availability of supporting documentation.
-Support internal, statutory, external, and government audits by providing accurate data, reconciliations, evidence, clarifications and timely responses to audit observations.
- Identify operational gaps, financial-control risks, process bottlenecks, and system issues, recommend and support implementation of SOPs, process improvements, controls and system enhancements.
-Support preparation of fund requirement projections, budget/utilization updates, approval notes, management proposals, audit responses and formal stakeholder communications.
Requirements
- The ideal candidate should hold an MBA (Finance), M.Com, or equivalent qualification in Finance, Accounting or Business Administration, with relevant experience in finance operations, automated payment processing, banking coordination, or government-funded programs
- The candidate should possess a strong understanding of online payment workflows, banking/payment gateways, enterprise payment systems, reconciliations, and financial controls. Proficiency in Microsoft Excel, Word, and PowerPoint is essential for preparing MIS, trackers, reconciliations, dashboards, reports and management presentations.
-The role requires strong analytical ability, attention to detail, stakeholder-management capability, and effective verbal and written communication skills. The candidate must be capable of managing high-volume transactions, resolving escalations, coordinating with multiple internal and external stakeholders, and delivering accurate outputs within defined timelines and service-level requirements.
