Senior Manager/Manager, Strategic Planning

Leads strategic planning, cross-division policy analysis, and development of strategies, plans, and programs for Singapore’s digital economy. Translates long-term organizational and AI priorities into actionable workplans, coordinates strategic resources and corporate initiatives with government agencies, monitors IMDA-wide program outcomes, and recommends adjustments. The role requires strong understanding of infocomm and media sectors, public policy, critical thinking, judgment, communication, and stakeholder management.
[What the role is]
This role sits with Strategic Planning (SP), which is the authoritative voice in Singapore on strategy, data and insights for the digital economy. As the central node, SP works closely with divisions across IMDA to drive data-driven analysis, strategy development and programme execution inexisting as well as emerging or greenfield domains to advance IMDA’s strategic plans and priorities. Broadly, the team covers Strategic Planning, Corporate Planning, Foresight as well as Economic & Data Analysis.
[What you will be working on]
- Work with internal divisions and relevant government/public agencies to lead cross-division reviews/analysis of policies, greenfield opportunities and ideas for Digital Economy, including development of strategies, plans and programmes in these new areas.
- Guide the planning process to ensure mid to long-term goals and strategic objectives for IMDA and the economy digitalisation & AI plan are translated into actionable workplans across IMDA divisions.
- Secure, manage and coordinate strategic resources, corporate initiatives, processes and operational plans, including with other Ministries or government agencies, to ensure alignment with overall strategies.
- Track and monitor performance and outcomes of IMDA-wide programmes, and recommend pivots where relevant.
[What we are looking for]
Requirements
- You should have a good understanding of the Infocomm and Media sectors, Economic landscape and Public Policy/Administration, with minimally 6 to 10 years of experience in relevant fields or capacity.
- Prior experience in strategic planning work within a public sector organisation will be advantageous.
- You should possess excellent critical thinking and good judgement.
- You should enjoy working in a fast-paced and dynamic environment, including tight deadlines, and be able to work independently as well as in a team/cross-team setting.
- You should have excellent writing and communication skills, with ability to prepare analysis, assessments and presentations in a clear and concise manner. In particular, you should also be comfortable with communicating across the different levels.
Position will be commensurate with the candidate’s qualifications and experience.
