Designation offered: Programme Associate

Reporting to: Fellow, Sustainable Mobility Team

Location: Delhi/Hybrid

Job Summary:

CEEW seeks to hire a resource to expand its work on understanding the interlinkages between transport-based emissions and air quality across India's geography, with a special focus on the Delhi-NCR region. The chosen candidate will work with the mobility team to assess the impact of EV mandates, enhanced Transit supply, low emission zone planning, super emitters, travel demand management and technology transition measures and their impact on a city’s air quality, both qualitatively and quantitatively. The candidate shall engage with state and central government agencies, work in tandem with their requirements, develop clear policy recommendations and support stakeholder consultations to build consensus on regulations to reduce transport sector emissions.

Typically, it will require handling large datasets from ANPR, Surveys, Meteorological data, AQ sensors based data, Android phone based GPS data, and other hyperspectral /optical datasets, VHR, LiDAR datasets, etc to build deeper, local solutions.

Job Duties and Accountabilities

Research Support

Conduct and supervise analyses involving a combination of multiple complex data layers, network analysis and detailed visualisation of the outputs, including but not limited to data cleaning, pre- and post-processing.

To support the team in developing questionnaires, survey forms, and other qualitative and quantitative tools specific to GPS, ANPR and air quality sensor-related data parameters.

To extrapolate and verify data from sources like AVLs, ANPR cameras, GPS smartphones and or AQ sensors to analyse, evaluate, organise, and edit the data into comprehensive yet concise reports and other collateral.

Conduct an in-depth analysis of historical vehicle penetration across segments, fuel types, and Bharat Stage (BS) compliance to establish a robust baseline for emissions modelling. This analysis should leverage data from the existing fuel-forecasting model (TFFM) to enable quick and efficient assessments.

Quantify the longitudinal impact of evolving emission standards on urban air sheds and GHG trajectories, oversee the deployment of high-precision sensors in the Delhi NCR area and monitor the data readings.

Utilise advanced Source Apportionment and emission inventory techniques for specific contribution of various vehicle segments to the total pollution load, Implement rigorous QA/QC protocols and automated calibration workflows to ensure data integrity for real-time pollutants, mathematical models to simulate complex exhaust and non-exhaust vehicular emissions.

Establish a robust framework for translating raw sensor and GPS data into actionable insights for policymakers with respect to transit planning, improving accessibility to IPT and mass transit, and developing low emission zones.

Generate high-resolution spatial heat-maps of NMT traffic flow at transport nodes, vehicular emissions wrt critical "choke points" in the urban transport infrastructure, road-dust, real-time visualisation platforms (Dashboards) for monitoring.

Collaboration and Liaison

Inform and support the development of knowledge products, tools, and research methodologies for public bus transport promotion within the team.

Assist the team in generating snackable insights by creating robust, statistically sound models that produce compelling data visuals for the organisation’s social media platforms.

Regular consultation with officials, industry and other stakeholders to support evidence-based decision-making.

Manage the end-to-end lifecycle of field experiments and sensor maintenance contracts.

To engage with relevant stakeholders, represent the organisation and attend conferences and pertinent sessions to sustainable mobility.

Programme Assistance

Assist with specific projects and the overall plan of activities under public transport, electric vehicle transition, and other sustainable mobility research, bridging the teams' research.

Assist in preparing presentations, fact sheets, and other research communication material, other impactful communication pieces to drive opinion and nudge behaviour.

To generate knowledge content – blogs, articles, briefs in regular intervals.

To develop and coordinate effectively with stakeholders on cross-cutting themes on air pollution, mass transit, EVs, public health, and technology transition.

To actively find opportunities to present and disseminate research to key constituencies, advisory bodies, conferences & research institutes.

CEEW operates in a dynamic environment and the candidate will be required to show flexibility in undertaking various tasks.

Shortlisting Criteria

Minimum a Master’s degree in data sciences, transport planning, environmental engineering, environmental science and civil engg or equivalent.  PhD in relevant topic is desirable.

Prior experience in emissions assessment, air quality analysis, spatial data analysis, large data analysis, data visualisation, and city-scale traffic and transport data analysis.

3-7 years of relevant experience or research on the relevant topic.

Key skills

Experience carrying out data analysis on programmes such as Python, R is a prerequisite
