The Energy Planning & Innovation (P&I) Division supports the agency's mission by pursuing programs and policies that help Oregonians conserve energy, use energy more efficiently, produce energy using renewable sources, and create a clean energy future. The Division has four groups: Energy Efficiency & Conservation focusing on promoting and acquiring energy efficiency; Energy Technology & Policy focusing on renewables, planning, and sustainable transportation options; Codes and Standards focusing on building codes, appliance efficiency standards, implementing the Building Performance Standard program; and the Climate Team focusing on climate policy, climate action, and natural climate solutions.

WHAT YOU WILL BE DOING

You will provide technical GIS support to the Energy Planning & Innovation Division and other ODOE program areas. This includes selecting, applying, and interpreting complex statistical analytical and forecasting techniques, designing computerized models, and analyzing and presenting the results in narrative and/or graphic form. This position serves as a project analyst on research studies for one or more divisions. The position is also responsible for designing, implementing, and evaluating research methodologies and applying analytical techniques and concepts to geospatial, statistical and fiscal projects.

This position is eligible for a hybrid remote work schedule. The incumbent will be expected to work at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least six times per year. This generally includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with advance notice, as needed.

This is a full-time, limited duration, classified service position that is not represented by a union.

Limited duration positions are benefit-eligible positions with a designated maximum length of service. This position is expected to end on or before June 30, 2028. This position could end at any time or depending on funding, could be extended or become permanent.

MINIMUM QUALIFICATIONS

  • A Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports;
     

-OR-

  • Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.

In addition to the above requirements this position requires:

  • Experience using advanced statistical or quantitative analysis computer applications
     

The most successful candidate will also have the following skills, experience, and background:

  • Ability to compile data, map layers, and other geospatial information in order to clearly and accurately answer identified questions and data needs that support the work of a team or agency.
  • Previous experience researching and identifying credible geospatial data resources; conducting technical assessment of data fitness and relevance to project or program goals.
  • Ability to determine appropriate statistical techniques, including forecasting and modeling methods, to accomplish the desired analysis.
  • Experience presenting analysis and findings clearly and concisely in written and oral format to agency staff and other agencies or groups. This includes translating complex information into a format that is easy to understand and appropriate for the target audience.
  • Use project management techniques to plan, execute, monitor, and review tasks to achieve deliverables and goals.
  • Experience performing data collections and extractions, data entry and analysis, data transformation, data management, and data validation in coordination with Agency staff.
