Project Specifications

Amid a changing global health landscape and a gradual decline in development assistance, low- and middle-income countries (LMICs) are increasingly steering toward sustainable solutions rooted in national and regional priorities. While ongoing reforms led by global institutions are vital, the private sector’s role is becoming increasingly pertinent, leveraging its capacity for innovation, investment, and efficiency to address critical gaps and to ensure resilient and sustainable health systems within the evolving global health architecture.

Ministry of Health, Republic of Indonesia, in partnership with the Asian Development Bank, the Rockefeller Foundation and PATH, is organizing a high-level private sector convening in Bali, Indonesia. The objective is to identify collaborative models and policy directions that strengthen public-private partnerships, mobilize sustainable investment, and expand equitable access to health. PATH is seeking a consultant to support this convening.
 

About The Position

PATH is seeking an External Consultant - Private Sector Engagement to provide strategic expertise to shape the design, facilitation, and follow-up of this convening. Key success factors for this role include the ability to synthesize perspectives across private and public sectors, foster collaboration among diverse stakeholders, and guide the development of actionable models for engagement. The consultant will bring a track record of working with senior-level decision-makers in both government and industry, combined with the capacity to translate dialogue into practical recommendations and outputs that can inform pilots and scalable solutions. This role will be critical in ensuring the convening produces outcomes of global relevance.

Job Responsibilities:

Convening Design and Inputs

  • Contribute to the development and refinement of the convening’s objectives, outcomes, and expected deliverables.

  • Advice on framing of themes, session structures, and engagement modalities to maximize relevance for private sector stakeholders.

  • Provide expert insights on global best practices and contextual relevance for low- and middle-income countries.

Project Implementation Support

  • Pre-convening: Advise on agenda, background materials, and briefing notes. This will include researching prevalent private sector engagement practices currently being reconfigured within the evolving global health architecture and identifying potential innovative approaches that can inform and enrich discussions during the convening.

  • During convening: Provide strategic inputs during convening to capture key themes and emerging recommendations and ensure private sector perspectives are accurately reflected and aligned with the convening’s objectives.

  • Post-convening: Guide the synthesis of discussions into clear, actionable outputs, including recommended public-private engagement and investment models. Support the development of a final project deliverable that distills insights into practical directions for advancing equitable access and private sector participation in global health.

Guidance on Project Output

  • Provide input into the drafting of the convening report

  • Ensure that outputs capture strategic insights, actionable recommendations, and pathways for piloting/scale-up.

Required experience and qualifications

  • Advanced degree in public health, economics, business administration, health policy, or a related field; or equivalent professional experience.

  • Minimum 15-20 years of experience working at the intersection of global health and private sector engagement, preferably with exposure to low- and middle-income country contexts.

  • Demonstrated experience advising industry leaders, senior government officials, or multilateral organizations on health sector strategies, investment models, or public-private partnerships.

  • Proven track record of designing and facilitating high-level convenings, dialogues, or multi-stakeholder forums with both public and private participants.

  • Strong understanding of global health financing, commercial drivers of health product industries, and emerging models of industry-government collaboration.

Duration: This position is funded till Mar 2026 for a period of 20 days (intermittent). Deliverables will be mutually agreed with the consultant at the time of engagement.

Skills/ Abilities

  • Exceptional ability to synthesize complex perspectives into clear, actionable insights and recommendations.

  • Strong facilitation, negotiation, and stakeholder engagement skills, with the ability to work effectively with C-suite leaders and senior policymakers.

  • Excellent analytical and writing skills, including demonstrated capacity to contribute to high-quality reports, briefs, and strategic documents.

  • Ability to think both strategically and practically balancing visionary framing with realistic, implementable solutions.

  • Diplomatic communication style, with sensitivity to political, cultural, and institutional dynamics across diverse settings.

  • Proven ability to operate independently, manage multiple priorities, and deliver output within tight timelines.

Location: Remote, with travel to global and national locations
