Reporting to: Programme Associate

About the programme

CEEW is working with the Department of Environment, Forest and Climate Change (DoEF&CC), Government of Uttar Pradesh to improve the air quality in the State. The work includes, but not limited to:

a) supporting the DoEF&CC in all actions related to the emission inventory preparations, source apportionment studies and implementation of Clean Air Action Plans in the State 

b) Ideating innovative technical solutions, and administrative tools for improving coordination 

c) Capacity building and IEC activities. 


The successful applicant will assist the team members in undertaking extensive field research including stakeholder engagement, and robust quantitative and qualitative analysis. In addition to the duties and responsibilities outlined below, the Air Quality consultant should be prepared, as and when necessary, to take on additional responsibilities and respond to events and developments that cannot be anticipated easily.


Job duties and accountabilities

Research and programme assistance 

  • To understand the requirements from DoEF&CC in all works related to the implementation of clean air action plans in the state of Uttar Pradesh

  • To track and document best practices being adopted by cities across India/ world to mitigate air pollution

  • To understand the existing regulations and guidelines governing the management of air pollution

  • To set up a mechanism for collecting and analysing relevant data from different departments to track Uttar Pradesh’s progress towards meeting its clean air goals

  • To conduct research on innovative technical solutions for air quality improvement 

  • To assess the economic implications of the deployment of identified solutions

  • To assess the barriers to the deployment of identified solutions

  • To design solutions for strengthening the enforcement of existing regulations and improving coordination among various departments within the cities as well as the state

  • To provide research content for the organisation's web pages, blogs, issue briefs, etc.

  • To engage with relevant stakeholders from industries, policy experts, academicians, and other stakeholders 

  • To assist CEEW’s Air Quality team’s outreach efforts at the state level. This will also include conceptualisation of training modules and organisation of training workshops 

Qualification

  • Master’s/ PhD degree in engineering, environmental policy, and related streams

Work Experience

  • 2-3 years of experience in policy research and managing government relations is desirable

  • Experience in field research, data collection, training of enumerators, survey sample design, pilot testing, monitoring activities is preferred.

  • Relevant research experience in the domain of air quality management, or, the larger environmental sector.

Key Skills 

  • Strong analytical and writing skills with the ability to write coherent and concise emails, minutes of meetings, policy briefs, and reports

  • Must be proficient in Hindi and English 

  • Must have strong research skills – the capability to carry out systematic literature review, and familiarity with research methods

  • Ability to work with diverse stakeholders from private entrepreneurs to public sector unit official
